Walton Goggins’ character, The Ghoul, stands out as Fallout’s most interesting figure. He’s a radioactive mutant bounty hunter with a haunting past. Previously captured by the sadistic Dom Pedro, The Ghoul was buried alive and kept alive with anti-feral chemicals. Later, he’s dug up to track down a bounty on Sigg Wilzig, a man with a secret to cold fusion.

Despite his menacing appearance, The Ghoul becomes Fallout’s key character. He’s a skilled killer but also the most noble figure in the wasteland. Following the cowboy code, he’s stoic, practical, and realistic. He even makes food from feral ghouls, explaining to Lucy, “Sometimes a fella’s gotta eat a fella.”

The Ghoul’s Past as Cooper Howard

The Ghoul’s honesty and acceptance of the wasteland’s reality make him appealing. He doesn’t lie and acts according to his survival instincts.

His brutal actions, like slicing off Lucy’s finger, are seen as honest exchanges. Who is The Ghoul? He’s the wasteland’s perfect survivor, a radioactive zombie named Cooper Howard.

Cooper Howard was once a famous Western actor known for playing heroic gunslingers. Vault-Tec, the company behind the apocalypse, saw him as the perfect spokesman for their underground facility.

However, learning about Vault-Tec’s destructive plans and losing his family turned him into The Ghoul. Coop’s transformation into The Ghoul reflects a stark contrast.
